When i click on any thread the movie links are always private and I need to be a registered user. What does that mean? I have my pay pal account connected and all. Do i need to pay some kind of fee? If so, where?

No I'm sure they want you to say "Thank You" to the person who posted it. So just say Thank You and tell them that you appreciate them sharing the video!! Thats all!
